Request: Add RP2354 / RP2350 board support + VS Code setup guide (step-by-step)

Hi — we need step-by-step instructions to add RP2354 / RP2350 support in VS Code (CMake/pico-sdk + PlatformIO/Arduino). Please provide the full procedure (board JSON, CMake changes, toolchain, linker/startup files, build/flash/debug steps and a minimal test project).

Using PlatformIO with this Arduino core is already documented in https://arduino-pico.readthedocs.io/en/latest/platformio.html.

Setting up VSCode with CMake and pico-sdk is not part of this Arduino-Pico core repository. That's documented in https://github.com/raspberrypi/pico-sdk?tab=readme-ov-file#documentation.
