Add GeeekPi Quad FPC PCIe HAT for Pi 5 #726

The GeeekPi Quad FPC PCIe HAT adapts the single PCIe FPC on the Pi 5 to 4 FPC connectors, and the kit includes breakout cables for each port.
It seems the HAT pulls power off the GPIO header, instead of divvying up the 5W of power budget off the Pi's FPC. At least I hope it does, otherwise you wouldn't even be able to run low power NVMe SSDs!
There be dragons with this thing, but it looks like it could be used for a lot of fun... More details on the 52Pi wiki.
It looks like the board uses an ASM1184e switch, which is only rated for Gen 2, though the Wiki suggests setting the PCIe bus on the Pi 5 to Gen 3... sooo...
