update mot file converter from win app to python script

Is your feature request related to a problem? Please describe.
Current mot file converter is not flexible for command line interface and for adding target device. Maybe we need to re-design it to command line base.

1. Difficult to add command line interface.
2. Difficult to add target device.

Describe the solution you would like.
RZ/A team suggests python script.
