More progress in our ongoing effort to modernize the test suite. These tests were previously mostly independent and only needed minor changes to be moved to the beginning of the test suite. Although a 5-10 second test time improvement was observed locally, this change is mostly important because it makes the entire test suite easier to debug when tests late in the legacy portion of the test suite are failing.
