Display modified shortcuts with Alt key added, when on web and not fullscreen

CTL + N is not an short cut title for the creating the new file

actual short cut title is

CTL + ALT + N

This requires dynamic handling to customize this (and several other shortcuts) based on when in the web non-fullscreen environment. On desktop and in fullscreen on web, the current Ctrl+N shortcut is correct.
