This commit adds a new section to the topology documentation to explain the Erasure Coded container placement policy (`SCMContainerPlacementRackScatter`). The new section includes: - The default policy for EC containers. - How the policy works to scatter blocks across racks. - The configuration key to customize the policy. - The limitations of the policy. This commit also corrects the reference numbers in the document. Change-Id: Iab13978463b6266fb9395754954ba5c12e878f3e
