exclude-ip does not work in the k8s pod network experiment

When I was conducting experiments on the k8s network, I found that configuring exclude-ip was almost completely ineffective, unless it was configured as the host IP of the current experimental container to take effect, and only this IP could be configured. Other IPs were invalid. Is this the design or a bug？

The exclude-ip option specifies IP addresses that are not affected by network failures. Please ensure the following:

1. Whether the application scenario requires filtering IP addresses that are not affected by failures;
2. In the target pod, verify that the remote addr IP addresses to be excluded from failures are correctly specified.
3. If the pod's network mode is host mode, the network mode should be consistent with the node's network mode.
