[Bug]: Proxy is Not returning 503 on unknown hosts or stopped services

On each node server in the proxy settings there is an option to override default request handler and the little info bubble says "Requests to unknow hosts or stopped services will receive a 503 response or be redirected to the URL you set below" however with no url set below instead of returning a 503 error it returns a standard page with a message "404 page not found".

Steps to Reproduce

1. Try resolving the IP of a node or set a bogus record with your dns provider set to that ip and then attemp to navigate to the page

The catchall was changed at some point to always show a 404

You can just remove or edit the dynamic file if you want to
