Manage the addon agent lifecycle by `addon-manager`

The controller of the managedclusteraddon is reconciled by addon-framework or addon-manager provided by ocm. So if we create the resource manually, It might arise some issues like ownerReferences not set.

We need the plan to install the managedclusteraddon automatically by the addon-manager to reduce the workflow.
